The U.S. Supreme Court’s 2015 decision in Reed v. Town of Gilbert raised a number of critical concerns regarding the regulation of temporary and other signs. This webinar offers tools for planners charged with evaluating and writing sign regulations in the post-Reed era. It will offer guidance on navigating complex and vexing legal issues surrounding content neutrality and suggest options for developing easy-to-administer-and-enforce sign codes that allow reasonable use for individuals and businesses. Case studies will illustrate how several communities changed their codes to comply with Reed. In light of the decision’s significant impact on local sign regulations, the webinar will conclude with considerable time for participants’ questions and discussion.
Learning Objective One: Attendees will understand the concerns raised by the Court's 2015 decision in Reed vs Town of Gilbert regarding the regulation of temporary and other signs.

Roger has over 30 years of urban planning experience in the US (mostly Arizona), South Africa, and most recently the Kingdom of Saudi Arabia. His Arizona experience includes serving as the Comprehensive Planning and Code Administrator for the City of Flagstaff for over 10 years (he retired in 2016) and as Senior Planner with the City of Sedona, AZ from 1991 to 2006. Roger’s strengths are communicating directly with project managers, city staff, elected officials and civic leader¬ship, providing leadership and management skills to the LWC team, as well as coordinating among consultant team members to assure the execution of tasks on time and within budget. Roger is currently working on a variety of projects including comprehensive citywide code updates for a variety of cities in the US, ongoing work on form-based codes in Nevada and California, and comprehensive sign code updates for various clients. He is also part of a team working on two strategic citywide zoning code projects in Saudi Arabia.
Throughout his career Roger has been inspired by historic walkable towns and neighborhoods and has pursued an active interest in the need for quality human-scale urbanism. Roger completed the Form Based Codes Institute (FBCI) training in 2006 and served on the Steering Committee (formerly Board) for FBCI (now a program with Smart Growth America) until 2019.
